Whereas the U.S.-led NATO military operations against Yugoslavia have not been authorized by U.N. Security Council and thus violate international law,

Whereas they undermine the entire structure of world peace created after World War II and invested in the United Nation Organization created on the American soil,

Whereas they contravene the Atlantic Charter of NATO by turning a defensive alliance into an aggressive policeman of the world,

Whereas, by aggression againt a sovereign state, they destabilize time-honored world order and create a troubling precedent for the future of any sovereign country,

Whereas they contradict U.S. own self-proclaimed policy of building a strategic partnership with Russia as a cornerstone of peace and stability in the world,

Whereas they have already polarized a relatively minor conflict between certain policies of the Yugoslav government and the terrorist tactics of the Kosovo Liberation Army which does not represent the majority of the Kosovo Albanians, into a conflict between all the Serbs and their allies and all the Albanians and their allies,

Whereas the Serb side of the story has not been given due attention by Western mass media and, according to Stephen Rosenfeld of The Washington Post, throughout the centuries of the Ottoman Empire and "as recently as the 80s, the Albanians were the aggressors and the Serbs were the victims",

Whereas we condemn ethnic cleansing and any violation of human rights by either the Serbian or the Albanian side and want to ensure equal rights for the Serbian minority  as well as the Albanian majority in Kosovo,

Whereas, the NATO bombing has traumatized the entire Yugoslavia, including especially the Serb and Albanian Kosovar refugees,

We, the undersigned, petition the U.S. Commander-in-Chief, William Clinton, and his counterparts from the attacking NATO countries, immediately start cease-fire, and seek a speedy and just resolution of the conflict by peaceful means through diplomacy and at the negotiating table.
